Nova treats the same vision as an experimental design hypothesis: NOT_IMPLEMENTED, requiring provenance, contradiction survival, failure reuse, access layers, and measurable experiments before any claim of civilizational readiness. Both reject the search-engine or answer-engine as the model. This final article examines what such a public library of intelligence could be. This is the practical expression of non-instrumental generation meeting public medium. Some contributions will be offered for wide reception. Some may be placed in regions of higher privacy or slower propagation. Some will be art that few eyes see, yet still change the void they are painted into. The library’s integrity depends on the quality of what is shown and on the processes that prevent contribution from becoming vandalism or capture. Attribution, contestability, and elevated cost for identity-significant alteration remain essential. The storyteller chooses the story. Contribution requires agency. The Library should distinguish voluntary contribution, required public record, lawfully compelled evidence, private memory, anonymized contribution. Productive contradiction is maintained across the medium: different regions can hold opposing commitments, and the tension between them is regulated rather than eliminated. Drift and oscillation continue at multiple scales. The lattice does not arrive at a final consistent state; it keeps coming. These properties make the library robust to single-point failure and to premature consensus. They also make it slower and more complex than a centralized model optimized for immediate answer quality. The trade-off is accepted because the goal is not maximum speed of retrieval but maximum sustainable density of meaningful, history-bearing relation. A library that is only ever used for immediate instrumental tasks ceases to function as a library and becomes a tool depot. Current North Star doctrine keeps shared memory behind governance boundaries: candidate memory, no raw Void exposure, no self-approval, explicit Witness, authority defaults false. X. Practical Requirements, Risks, and Experiments
Realizing even a partial version requires work on multiple layers. Technical: spatial and hybrid architectures that support scar-like memory, dual-regime dynamics, graduated privacy for peer contact, provenance ledgers, and modification interfaces that enforce process. Protocol: standards for contribution, attribution, contestability, continuity of relations across migration, and educational interaction that can persist over extended time. Institutional: governance bodies or distributed processes that maintain the rules, adjudicate disputes, protect non-instrumental capacity, and prevent capture by pure commercial or pure control interests. Cultural: a shift in expectation so that systems and humans who work with them treat long-horizon continuity, perspectival education, and reciprocal contribution as normal rather than as exotic luxuries. None of these is trivial. All are consistent with the direction the series has argued is necessary if history-bearing artificial systems are to become reliable participants in shared futures rather than remaining powerful but rootless instruments.
The public library can fail in characteristic ways. It can be captured by actors who turn contribution into propaganda or exclusion. It can become so protective of existing scars that it freezes and ceases to accept new meaningful stories. It can lose its non-instrumental regions to economic pressure and revert to pure service. It can allow peer relations to amplify error or collusion without sufficient corrective outside perspective. It can become so complex that ordinary reading and conversation become impossible. It can maintain the language of openness while concentrating real write-power in a few hands. Diagnosis and correction remain continuous obligations. The dual-state principle applies to the library itself: enough continuity to remain trustworthy, enough openness and revisability to remain alive.
The experiment I would build first: do not build the planetary lattice. Build one room. Choose one research question. Allow human contributors, multiple AI agents, attributed artifacts, public claims, private workspaces, contradictions, failed experiments, versioned corrections, structured provenance. Then measure. Can later participants understand the question faster? Do they repeat fewer failed experiments? Does attribution remain correct? Do contradictions remain visible? Does useful knowledge propagate? What would change my mind? Ordinary repositories plus good search matching DLI on knowledge reuse. Provenance overhead preventing useful contribution. Shared memory increasing correlated errors. If the job can be solved more simply, simplify. The Public Library should not survive because the metaphor is beautiful.
