Retrieved state cannot silently become canonical state.

Contradiction is evidence

Disagreement, absence, and failure remain visible.

Negative results remain results

Underperformance and blocked tests are published with the claim they constrain.

Every transition needs provenance

Source, time, identity, transformation, and authority travel with durable change.

No hidden promotion

Durable learning and canonical mutation require an explicit governed transition.

Humans govern durable change

The system may propose and Council review may challenge; named-human authority remains separate.
