A later engineer inherits the reason—not the prior actor's permission

Imagine an engineering handoff after an interrupted change. A conventional transcript may preserve commands while losing which source was trusted, what failed, what remained unresolved, and whether anyone authorized another attempt.

The Anamnesis Rising direction is to preserve that situation as attributable experience. North Star components may help recall relevant evidence and prepare a candidate next step, but the new actor does not inherit the prior actor's authority.
